At the construction site of the future Rancho Del Norte Apartments in San Diego, California on June 30, 2004, HCD Director Lucetta Dunn announced $148 million to help meet California families' urgent affordable housing needs. The funds will also boost the local economies in 32 counties by kick-starting the housing construction process. These funds were announced through five HCD Programs: The Multifamily Housing Program, the Joe Serna, Jr. Farmworker Housing Grant Program, The Emergency Housing and Assistance Program, the CalHome Building Equity and Growth in Neighborhoods Program (BEGIN), and the CalHome Self Help Program.

At the award ceremony Director Lucetta Dunn was accompanied by James J. Schmid, President and Chief Executive Officer of CHELSEA Investment Corporation; Cissy Fisher, Director - Housing Finance & Development, San Deigo Housing Commission; Tom Scott, Executive Director of the San Diego Housing Federation; and many awardees.

Proposition 46 - Building Better Lives

"We are enthusiastic supporters of the Proposition 46 programs administered by the Department of Housing and Community Development. The Multifamily Housing Program has allowed us to develop affordable housing in communities where it is not otherwise feasible and to offer rents that are affordable to very low income families."

"The benefits of Proposition 46 for California’s homeless population cannot be overstated. Without this bond measure, it would have taken us a lot longer, perhaps a year or more, to add 112 new beds for homeless veterans. We know of other California regions that also benefit a great deal from Proposition 46. With an estimated 15,000 homeless people in San Diego County, the Emergency Housing Assistance Program funding is crucial."
