CDBG-DR Purpose

HUD provides flexible grants to help cities, counties, and States recover from Presidentially declared disasters, especially in low-income areas, subject to availability of supplemental appropriations. In response to Presidentially declared disasters, Congress may appropriate additional funding for the Community Development Block Grant (CDBG) Program as Disaster Recovery grants to rebuild the affected areas and provide crucial seed money to start the recovery process. Since CDBG Disaster Recovery (CDBG-DR) assistance may fund a broad range of recovery activities, HUD funding may be able to help communities and neighborhoods that otherwise might not recover due to limited resources.

2018 State CDBG-Disaster Recovery Draft Action Plan

The California Department of Housing and Community Development (HCD) is soliciting public review and comment on the CDBG-DR Draft Action Plan. The draft plan proposes activities and allocations for funding under the CDBG-DR award to California for the October and December 2017 wildfires and mudslides/debris flows.

The 30-day public review period began November 13, 2018.

    Following the public review period, the CDBG-DR Draft Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD)

    2018 CDBG-DR Quarterly Performance Reports (QPRs)

    The first QPR will be posted at the end of the first quarter after the State’s grant is active.



    DRI was established in early 2010 to distribute federal funds to assist physical and economic recovery from wildfire disasters in 2008 that affected 14 California counties and two Indian tribes. In late 2010, HUD offered additional funds from the Disaster Relief Emergency Fund (DREF) to extend and improve the recovery by offering incentives to eligible jurisdictions to mitigate the danger of future disasters (e.g., earthquake, flood, fire) through forward-thinking planning measures, such as updated building codes and code enforcement, creation of Local Hazard Mitigation Plans (LHMPs), and/or the adoption of Safety Elements of local General Plans. The DRI Program includes the DREF allocation. To use these funds, eligible jurisdictions must budget their DRI awards for use in “forward-thinking mitigation, enhancements and land use planning activities.” There are no new funds available at this time.
