Assistance Type
Under the Program, grants are available as gap funding for infrastructure improvements necessary for specific residential or mixed-use infill development projects or areas.
For Qualifying Infill Area applications from Large Jurisdictions, funding will be allocated through a competitive process, based on the merits of the individual applications.
For Qualifying Infill Project and Qualifying Infill Area applications from Small Jurisdictions, funding will be allocated through an over-the-counter process.
Eligible Activities/Costs
To be eligible for funding, a Capital Improvement Project must be an integral part of, or necessary for the development of either a Qualifying Infill Project or Qualifying Infill Projects within a Qualifying Infill Area. Eligible costs include the construction, rehabilitation, demolition, relocation, preservation, acquisition, or other physical improvements of a capital asset that is an integral part of, or necessary to facilitate the development of a Qualifying Infill Project or Qualifying Infill Area.
Eligible Applicants
Eligible Applicants means one of the following:
(1) A city, county, city and county, or public housing authority that has jurisdiction over a Qualifying Infill Area. “Public housing authority” may include a Tribally Designated Housing Entity; or
(2) A nonprofit or for-profit Developer of a Qualifying Infill Project that has received a letter of support from the governing body of the city, county, or city and county that has jurisdiction over a Qualifying Infill Project. For purposes of this paragraph, “governing body” means a city council or a board of supervisors of a county or city and county. A nonprofit or for-profit Developer may include a Tribally Designated Housing Entity that is the Developer of a Qualifying Infill Project.
