Focus Group Meeting: Special Occupancy Parks Regulations
A public focus group meeting will be held on April 7, 2026, 9:00 A.M.
This meeting will provide an opportunity for stakeholders to submit feedback on proposed regulatory amendments.

Employee Housing, Mobilehome Parks, and Special Occupancy Parks
HCD is proposing to adopt regulation changes to California Code of Regulations, title 25, chapters 1, 2, and 2.2 that affect the Employee Housing, Mobilehome Parks, and Special Occupancy Parks (EHMPSOP) programs. These changes clarify terms and enforcement responsibilities and update antiquated regulatory standards and propose amendments that support the state’s climate goals and gender inclusive language.

October 14, 2025 through October 30, 2025 at 8:00 A.M.
HCD is requesting public input on the modified regulation text. HCD’s review of written comments during this additional 15-day comment period is limited to the modifications of the originally proposed text.
