The Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs provide funds to help rebuild areas impacted by presidentially declared disasters. These funds are regulated by grant administration rules requirements pertaining to their expenditures.

DR/MIT Grant Administration Manual and Monitoring Plan

The Grant Administration Manual outlines HCD’s process for administering CDBG-DR grant programs. This manual is a living document and will be updated as necessary.

Outreach

HCD conducts outreach to impacted communities in order to inform the Department’s planning, implementation, and response to recovery efforts. HCD seeks public participation, holds public meetings and provides webinars for stakeholders and those eligible to apply for available disaster recovery funds. Please see our Action Plans and Federal Register Notices postings to learn more about current opportunities for the public to provide input on CDBG-DR funding in California.
