The HOME program assists cities, counties, developers, Native American Entities, and nonprofit Community Housing Development Organizations (CHDOs) to create and retain affordable housing. HOME Project Activities provides grants for rental projects and first-time homebuyer subdivision construction projects.

The Application Portal contains all applications for the HOME program (both Project Activities and Program Activities). This includes current HOME NOFA applications as well as Program Income applications. Program Income funds are available only to cities and counties with HOME program income generated from earlier HOME single family or rental projects.

Program Overview

Background

The HOME Investment Partnerships Program (HOME) was established under the Federal HOME Investment Partnerships Act Statutes at Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, 42 U.S.C. 12701 et seq.

Eligible Project Activities
  • Rental New Construction
  • Rental Rehabilitation, with or without acquisition
  • Rental Acquisition Only (if no rehabilitation is needed)
  • First-Time Homebuyer (FTHB) subdivision construction projects
Eligible Applicants
  • Cities and counties for projects within their jurisdictional areas, as long as they do not receive HUD HOME funding another way (see NOFA Appendix B for eligible applicants/project areas)  
  • Developers, including prospective nonprofit HCD-certified HOME Community Housing Development Organizations (CHDOs) that wish to undertake a project activity in an eligible city or county area found on NOFA Appendix B.
  • Eligible tribal entities as described in the NOFA for a project activity within Native American lands as defined in the NOFA, or in an eligible city or county area found on NOFA Appendix B.
