Program Overview

Background

The HOME Investment Partnerships Program (HOME) was established under the Federal HOME Investment Partnerships Act Statutes at Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, 42 U.S.C. 12701 et seq.

Eligible Activities and Applicants

Project Activities under the State of California HOME Investment Partnerships Program (HOME) include:

  • Rental New Construction
  • Rental Rehabilitation, with or without acquisition
  • Rental Acquisition Only (if no rehabilitation is needed)
  • First-Time Homebuyer (FTHB) projects

Eligible applicants are:

  • Cities and counties for projects within their jurisdictional areas, as long as they do not receive HUD HOME funding another way (see NOFA Appendix B for eligible applicants/project areas)  
  • Developers, including prospective nonprofit HCD-certified HOME Community Housing Development Organizations (CHDOs) that wish to undertake a project activity in an eligible city or county area found on NOFA Appendix B.
  • Eligible tribal entities as described in the NOFA for a project activity within Native American lands as defined in the NOFA, or in an eligible city or county area found on NOFA Appendix B.
