Language Access

The Department of Housing and Community Development (HCD) values California's diversity. It is committed to providing everyone with equal access to information and services. This includes those with Limited-English Proficiency (LEP) and disabilities. In July 2022, HCD introduced the Language Access Plan to ensure HCD community partners and customers get fair language help

Free Disability Communication Services

HCD offers free services to help people with disabilities communicate with HCD. These services include: 

  • Qualified sign language interpreters and real-time captioning.
  • Written information in other formats such as braille, large print, audio, accessible electronic formats, and other formats.
Free Language Services

HCD also provides free language services to people whose primary language is not English, such as:

  • Qualified interpreters for languages other than English, including sign language.
  • Information written in other languages.

Additionally, the Department of Housing and Community Development (HCD) has two grievance procedures for those who feel that they have been discriminated against due to their disability.

  • The Americans with Disabilities Act (ADA) Grievance Procedure has been established to facilitate anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, programs, or benefits by the HCD.
  • The Section 504 of the Rehabilitation Act (Section 504) Grievance Procedure has been adopted to facilitate anyone who wishes to file a complaint alleging discrimination on the basis of disability in any program or activity receiving Federal financial assistance.

Complaints that a program, service, or activity of HCD is not accessible to persons with disabilities should be directed to the Equal Employment Opportunity Office or ADA Coordinator.
