The California Department of Housing and Community Development (HCD), in accordance with Assembly Bill 434 (Chapter 192, Statutes 2020), is working to make our homeownership program funds accessible to more developers and communities.

Assistance Type and Terms
This Homeownership Super NOFA (HOSN) is issued to distribute funds for the CalHome Program and funds for the homeownership activities within Serna only. Please note that new construction or rehabilitation (with or without acquisition) of a multifamily rental housing development, including under the Serna program, is not an eligible activity under this Super NOFA.
- CalHome program, which supports homeownership programs aimed at lower and very low income households, and in the case of a disaster, households at or below moderate income, and operated by private nonprofit and local government agencies, to increase homeownership, encourage neighborhood revitalization and sustainable development, and maximize use of existing homes.
- Joe Serna, Jr. Farmworker Housing Grant (FWHG or Serna) program, which supports development projects involving multiple home ownership units, including single-family subdivisions, for lower-income agricultural employees and their families, and programs that assist lower-income agricultural employees and their families to become or remain homeowners.
Eligible Activities
Eligible Activities under this NOFA are:
- Homeownership Development Project Loans
- First-Time Homebuyer Mortgage Assistance
- Owner-Occupied Rehabilitation Assistance
- Technical Assistance for Self-Help Housing Projects
- Technical Assistance for Shared Housing Programs
- ADU/JADU Programs
- Acquisition Of Manufactured Housing
Eligible Applicants
To be eligible to apply for CalHome funding, the Applicant shall be a Local Public Entity, Local Public Agency, Tribal Entity, or Nonprofit Corporation. Additional detailed eligibility requirements, including for each Eligible Activity, can be found in the CalHome Guidelines.
To be eligible to apply for Serna Homeownership funding, the Applicant shall be a Local Public Entity, Local Public Agency, Tribal Entity, Nonprofit Corporation, Limited Liability Company, or Limited Partnership. Additional detailed eligibility requirements, including for each Eligible Activity, can be found in the Serna Homeownership Guidelines.
2024 Homeownership Super NOFA (HOSN)
The California Department of Housing and Community Development (Development) has released draft revised guidelines for the CalHome Program and the homeownership elements of the Joe Serna, Jr., Farmworker Housing Grant Program (Serna Homeownership) for public comment.

Funding for these two programs will be made available in 2024 through Round 2 of the Homeownership Super NOFA (HOSN).
2023 Homeownership Super NOFA (HOSN)
The California Department of Housing and Community Development (Development) has released a Super Notice of Funding Availability (Super NOFA) and new guidelines for the CalHome Program and the homeownership elements of the Joe Serna, Jr., Farmworker Housing Grant Program (Serna Homeownership). The Homeownership Super NOFA will not include funds for multifamily rental housing. Serna multifamily rental projects should apply for funding the Department’s next Multifamily Super NOFA in 2023.
