Subpoenas

During the COVID-19 health emergency, the area offices are closed to public for purposes of serving subpoenas.

Until further notice, subpoenas should be personally served upon the Legal Affairs Division (LAD) located at 2020 West El Camino, Sacramento, CA 95833.

Process servers are required to check in with the security guard in the lobby and contact LAD at (916) 263-7469. A member of LAD will then meet the process server in the lobby to accept service.

Subpoenas should include a check in the amount set forth in the California Evidence Code and be made payable to the California Department of Housing and Community Development.

For additional assistance, the Subpoena Coordinator can be contacted by email at HCDSubpoena@hcd.ca.gov or by phone at (916) 633-9710.
