Prohousing Incentive Program (PIP)
HCD is determined to alleviate California’s housing crisis by making additional community development resources available to local governments with the Prohousing Designation. PIP is designed to reward local governments with Prohousing Designation with additional funding to accelerate affordable housing production and preservation.
News:
- On December 19, 2024, HCD announced it is extending the deadline to submit executed resolutions for the third round of PIP funding to the Department by February 28, 2025. Please note that the deadline for the remainder of the completed applications is still December 31, 2024, and an extension cannot be provided.
- On August 15, 2024, HCD released the NOFA for the third round of the Prohousing Incentive Program (PIP Round 3). PIP Round 3 makes approximately $8 million available for jurisdictions with a Prohousing Designation.
- On August 1, 2024, HCD announced 19 jurisdictions to receive more than $15 million as part of the second round of PIP funding.

The Prohousing Incentive Program (PIP) is intended to increase participation in HCD’s Prohousing Designation Program by pairing the designation with an impactful award grant.
PIP is a state investment from the Building Homes and Jobs Trust Fund, established by Chapter 364, Statutes of 2017 (SB 2, Atkins), to create and conserve affordable housing. HCD will award PIP funds to eligible jurisdictions with Prohousing Designation, with additional bonus dollars available based on a jurisdiction’s Prohousing Designation Program application score.

Eligible applicants are limited to jurisdictions with Prohousing Designation. HCD is currently accepting applications for the PIP Round 3 NOFA.
