Overview
Approximately $120.8 million in CDBG-DR funds were made available to private developers, public entities, and tribal entities seeking to build multifamily housing projects in areas affected by 2020 federally-declared disaster wildfires.
The below table shows the regions where DR-MHP funds may be used, and how much DR-MHP funds are available in each region:

Assistance Types/Terms
- DR-MHP funds shall be used for construction phase financing only; they may not be held for use until permanent financing.
- Loans will have a 55-year term, or 50 if the project is located on Tribal Land and the Department determines that a 55-year term is not feasible.
- Loans will have a 3 percent simple interest rate OR, if the Project has received tax credits, the maximum rate that allows the DR-MHP award to be treated as debt for federal or state low-income housing tax credit purposes.
- Notwithstanding, payments in the amount of 0.42 percent are due annually for the first 30 years of the loan term.
- The unpaid balance, including deferred interest, is due and payable at the end of the loan term.
- The maximum DR-MHP award the project can receive will be determined by its number of units and bedrooms per unit, as listed in the table below:

Eligible Projects
To be eligible for the 2020 DR-MHP funds, the proposed project must be located in one of the below counties:
- Santa Cruz
- Butte
- Napa, Solano, or Sonoma
- Fresno or Los Angeles
- Shasta or Siskiyou
To be eligible for the 2018 DR-MHP funds, the proposed project must be located in one of the below cities:
- Malibu
- Calabasas
- Agoura Hills
Additionally, the proposed project must fulfill the below criteria:
- At the time of application, Sponsor shall demonstrate site control in accordance with UMR §8303;
- Must not have closed on construction funding or already started construction;
- Must have a letter providing prior notification to the local legislative body, pursuant to HSC Section 50675.7(e);
- Have a letter or resolution of support for the proposed Project from the local legislative body, or tribal governing body where the proposed Project is located;
- Must tie back to the disaster by increasing the supply of affordable housing units in a MID area;
- Must have a minimum of five total units, including Scattered-Site Projects;
- Must have a minimum of five Affordable Units or 51 percent of units must be Affordable Units, whichever is greater;
- All sources of funding required to complete the Project must be identified, including the status of the funds (e.g., applied for funds – pending decision, applying for funds, or funds secured and fully committed to the project);
- Must be cost reasonable, which is what a reasonable person would pay in the same or similar circumstances for the same or similar item or service;
- Must conform to the Construction Standards set forth in Section 3.1 of the DR-MHP Policy, where applicable;
- Must comply with all applicable federal requirements set forth in Section 3.4 of the DR-MHP Policy.

Eligible Applicants
An eligible applicant will become the sponsor of a project upon receipt of a 2020 DR-MHP award. Eligible applicants include nonprofit or for-profit Developers and Tribal Entities.
Sponsor(s) must be eligible to receive federal funds and will not receive DR-MHP awards if they are listed on the government-wide exclusion list in the System for Award Management (SAM).

2017 DR-MHP Overview
The 2017 programs worked with local governments (Subrecipients) to identify, select, and submit potential Projects to HCD for eligibility review, approval, and funding. Subrecipients then worked with qualified Developers and Contractors to construct the approved Projects. All units funded by 2017 DR-MHP are affordable to households earning at or below 80 percent of the Area Median Income. The Department executed Master Standard Agreements (MSAs) with each Subrecipient and is executing Notices to Proceed (NTPs) for each of the Subrecipient’s projects.
