2015 Drought Housing Relocation Assistance (DHRA) Program
Provide needed assistance to those affected by the California drought that continues into 2016.
Assistance Type for Communities and Public Infrastructure
Community Development Block Grant (CDBG) Program current grantees, per Management Memo 14-04, may request to have their grants reprogrammed for drought-related activities. Assistance Type for Individuals
Drought Housing Relocation Assistance (DHRA) Program provides 12 months of temporary assistance for persons—tenants and homeowners--moving from their current residence, which lacks reasonable access to potable water resulting from the drought for which the Governor declared a state of emergency on January 17, 2014, via Executive order B-29, dated April 1, 2015. Community Development Block Grant (CDBG) funds are available through a city’s or county’s housing department. Whether the residence is in an incorporated city or an unincorporated area, residents should contact their local department and ask about the availability of “CDBG housing rehabilitation” funding. Funding under Housing Rehabilitation may be used to address private well issues and lateral hookups to public infrastructure.

Home Investment Partnerships Program (HOME) Tenant Based Rental Assistance (TBRA) funds are available through a city’s or county’s housing department. Whether the residence is in an incorporated city or an unincorporated area, residents should contact their local department and ask about the availability of “HOME TBRA” funding.

CalHome Program financing is available through a local jurisdiction or nonprofit corporation. Awardees were announced September 2014. Existing awards from previous years may also be available through your counties.
