State Grant Management

Once you have received your executed contract for a State Grant program, you will begin working with the State Grant Management team to connect with your Grant Management Representative, understand requirements regarding disbursements and reporting, and receive ongoing technical assistance to ensure the success of your project. Please review the SGM introduction and FAQ to familiarize yourself with the steps to be taken after your contract execution and informational resources available.

The CalHome Program Provides grants to local public agencies and nonprofit corporations for first-time homebuyer and housing rehabilitation assistance, homebuyer counseling and technical assistance activities to enable low- and very low-income households to become or remain homeowners.

Reporting and Compliance

Annual Reuse Report (XLSX) must be submitted annually each year by July 30 for the 20-year Monitoring Agreement term with HCD. The Annual Reuse Report reports all activities from that previous fiscal year (July 1 – June 30). The report shall be submitted electronically to calhomereports@hcd.ca.gov.

CalHome Quarterly and Annual Status Report (XLSM) must be completed quarterly and submitted to calhomereports@hcd.ca.gov.

The California Emergency Solutions and Housing (CESH) Program provides funds for a variety of activities to assist persons experiencing or at risk of homelessness as authorized by SB 850 (Chapter 48, Statues of 2018).

The California Department of Housing and Community Development (HCD) administers the CESH Program with funding received from the Building Homes and Jobs Act Trust Fund (SB 2, Chapter 364, Statutes of 2017).

Annual Report (XLS) — Last Updated 08/29/2023 — The Administrative Entity must submit a completed annual report each year by July 31 for the term of the contract with HCD that reports all activities from the previous fiscal year (July 1 – June 30).

Homekey is an opportunity for state, regional, and local public entities to develop a broad range of housing types, including but not limited to hotels, motels, hostels, single- family homes and multifamily apartments, adult residential facilities, and manufactured housing, and to convert commercial properties and other existing buildings to Permanent or Interim Housing for the Target Population. The goal of the HHC program is to reduce the financial burden on local and state resources due to the overutilization of emergency departments, inpatient care, nursing home stays and use of corrections systems and law enforcement resources as the point of health care provision for people who are chronically homeless or homeless and a high-cost health user.

HHC-II Bi-Annual Report (XLSM) — The Contractor must submit a completed bi-annual report each year by January 31 and July 31 for the term of the contract with HCD.

Reporting Documents

The FWHG program helps fund new construction, rehabilitation, and acquisition of owner-occupied and rental units for agricultural workers, with a priority for lower income households.

Financial assistance is available as deferred-payment loans for multifamily housing new construction or rehabilitation and grants for single-family new construction or owner-occupied rehabilitation programs.

Joe Serna, Jr. Farmworker Housing Grant Annual Report — The Contractor must submit a completed annual report each year by July 31 for the term of the contract with HCD. All Annual Reports shall be submitted to Sernasfsgm@hcd.ca.gov.

Upon completed construction of your project and closing of your HCD permanent loan, oversight of your project and loan is transferred to HCD’s “Asset Management and Compliance (AMC)” section.

PLHA provides funding to local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities.

The intent of the PAS program is to allow homeless shelters to reduce barriers for those individuals experiencing homelessness with their pets. By making accommodations for pets, we bring individuals into shelters who otherwise would not receive services and shelter.

Transitional Aged Youth State Grant Programs 

The California Department of Housing and Community Development funds various programs to serve transitional youth in California. Below are the currently active grant programs and corresponding programmatic documentation, materials, and contact information.

The Transitional Housing Program provides funding to counties for child welfare services agencies to help young adults aged 18 to 24 years find and maintain housing, with priority given to those formerly in the foster care or probation systems. (SB 80, Statutes of 2019)

Program Report (XLSM)This report should be used for program funds awarded through the 02/01/2020 (Round 1) NOFA, 07/27/2020 (Round 2) NOFA and 10/15/2021 (Round 3) NOFA. If awarded Round 1 and/or Round 2 funds, the county must submit a completed annual report each year by July 31 for the previous fiscal year (July 1 - June 30). If awarded Round 3 funds, the county must submit a completed bi-annual report each year on January 31 (July 1 - December 31) and July 31 (January 1 - June 30) for the corresponding reporting periods. All reports should be submitted electronically to TAYSGM@hcd.ca.gov.

Transitional Housing Plus Housing Supplement Program (THP-SUP) is a transitional housing program designed to provide housing and supportive transitional services to former foster youth aged 18 to 24 years (inclusive), including youth placed in foster care by juvenile probation.

The Housing Navigators Program funds the support of housing navigators to help young adults aged 18 years and up to 21 years secure and maintain housing, with priority given to young adults in the foster care system. The county may use the funding to provide housing navigation services directly or through a contract with other housing assistance programs in the county.

The Housing Navigation and Maintenance Program and Transitional Housing Program (beginning with Round 4) have been combined under the program name “TAY” to reduce the administrative burden on entitled jurisdictions. While each program has its distinct funding source, the Department determined that the goals for each were aligned, and that having unified standard agreements and reporting forms would reduce confusion and promote greater collaboration.

Housing Navigators Maintenance Program

The Housing Navigators and Maintenance Program funds county child welfare agencies to provide housing navigators to help young adults aged 18 to 24 (inclusive) secure and maintain housing.

Transitional Housing Program Round 4

The Transitional Housing Program funds counties for child welfare services agencies to help young adults aged 18 to 24 (inclusive) years find and maintain housing, with priority given to those formerly in the foster care or probation systems.
