All factory-built housing (FBH) components and systems that are offered for sale within the state to first users (meaning a person, firm or corporation who initially installs a factory-built home or component) shall bear an insignia of approval issued by the California Department of Housing and Community Development (HCD), in accordance with California Health and Safety Code § 19980.

The insignia shall be placed on the FBH unit, or component prior to shipment. It is permissible to remove the insignia after installation.
